The Danish logistics group DSV entered a $10 billion joint venture with NEOM in late 2023, positioning itself as the exclusive logistics partner to one of the most ambitious urban development projects in the world. The joint venture was structured with NEOM holding a 51% stake and DSV 49%, aimed at delivering full-scope supply chain management, infrastructure development, and transport services—by land, sea, and air.

The partnership was expected to support NEOM’s rapid construction phase through 2031, generate more than 20,000 jobs, and build long-term logistics capabilities aligned with Vision 2030. DSV committed to $5 billion in shareholder funding as part of the plan, projecting that demand from NEOM’s giga-projects would ensure high returns and sustained growth.

However, the viability of these projections is now being called into question. Saudi Arabia’s Public Investment Fund (PIF) has ordered a formal feasibility review of “THE LINE,” amid concerns over ballooning costs, technical complexity, and broader economic pressures linked to declining oil revenues.
